Error: "An error occurred during the installation of assembly 'ESRI.ArcGIS..."

Occurrence:
One of the following error messages is returned when I try to install Oasis montaj or Target:
"An error occurred during the installation of assembly 'ESRI.ArcGIS.NetworkAnalysis,version="10.0.0.0",culture+"neutral",publicKeyToken="8FC3CC631E44AD86",processorArchitecture="86". Please refer to Help and Support for more information. HRESULT: 0x8002802F."
"An error occurred during the installation of assembly 'ESRI.ArcGIS.DataSourcesNetCDF,version="10.0.0.0",culture+"neutral",publicKeyToken="8FC3CC631E44AD86",processorArchitecture="86". Please refer to Help and Support for more information. HRESULT: 0x8002802F."

Resolution:
- Reboot your computer and try running the installation again. Several customers have said this has resolved the problem.
- If a reboot does not solve the problem, make sure that Microsoft .NET Framework 4 is properly installed on the computer.
- Lastly, the problem may be related to this error "An error occurred during the installation of assembly 'Microsoft.VC90.ATL..." so try the resolution steps listed in Knowledge Base Article 1014.
